What are you looking to do? Use a Wiring board to communicate with the FPGA, or use the Wiring Framework on the FPGA?
If you want to communicate with the FPGA, then it's a matter of finding a board that is currently compatible with the Wiring Framework and IDE. Although, I'm certain you'll have a tough time because there aren't many boards (yet) that are running at 1.8 V.
If, on the other hand, you're talking about using the Wiring Framework on the FPGA - that is an entirely different subject, and one that will require a lot of effort to implement. I'm not even sure where to begin, as we are still in the infant stages of getting the Wiring Framework implemented on a wide range of microcontrollers, let alone FPGAs.
